Does copper brass or copper based radiator better for heat dissipation and silent operation?

I m looking for an all in one loop which will dissipate heat better than high end air coolers while producing low noise or even silent operation.

Copper is the best for heat dissipation Followed by nickle.

That's solid material. Liquid cooling is al about flow of the liquid dissipation of the heat from the liquid. Copper is still the best material you can hope for otherwise. Are you going for an AIO cooler?

A Corsair H100i would be your best choice.

A copper rad? You're not going to find anything much better than a Corsair H100i NZXT Kraken X61 or the Coolermaster Seidon 240V.

Don't know about the kraken but the raijintek triton pretty much whoopasses the h100i & seidon 240.
