I am on a small budget ( < £500) and just want a htpc that works and is capable of 4k media playback. Any suggestions would be great!

Here's a homebuilt solution, but Aztec_scribe's listed prebuilt is an amazing deal with even better performance/price. Can't beat OEM windows discounts at low end.

While Intel has good graphics for 4k playback, an APU is much more powerful (graphics wise) than intel's HD 4600. So when streaming 4k you will have no slow down's at all:

Keep in mind that for those low end machines, you can often get better deals on prebuilt, as they get windows licenses super cheap, batch test power supplies that a normal consumer wouldn't bother with, use cases that are cheaper and just have so many advantages for economy of scale.

The Celeron Listed will not always be smooth during all action scenes at 4k, you would be better off with the i5 build listed by Aztec Scribe. I tried to build something to compete with his build on price, and that's as close as I could get using consumer parts pricing.

For smoother video playback I'd suggest upgrading to a processor with HD graphics 4600 or better.
