DDR3 1600 with a CAS of 7 is quite good.

DDR3 1866 with a CAS of 9 is also very good.

Officially neither is supported. That motherboard only supports up to 1333 Mhz memory.

When you install faster ram it will most likely run at 1333, you can then manually change the settings to make it run at its rated speed, maybe. Having issues finding the motherboard's manual.

Both should do fine (even with 4xxx series cpus), not much point spending for future proofing on DDR3 memory atm if your not planning to upgrade within a year or so. With the release of Skylake coming up later this year DDR4 memory will start moving to mainstream and you will most likely need to buy new memory anyway.

This is an H55 Express board, nowhere near 4xxx series CPUs. 1st gen i5. Many of the P series boards supported faster ram speeds, but this isn't one of them. I can't find the section that explains memory setup for this motherboard, so there may not be any options. It may only run at 1066 or 1333 depending on the SPD values in the memory.
