Which of the two computers would be better for gaming?

*Note, I am using the Corsair 200R case, and my current computer's 1 TB hard drive, and the CD drive thing (That's why you don't see any of those parts there)

I'm looking for ultra settings. I don't know what resolution I can have (I have a Vizio 23-inch t.v.) but as long as it's full screen I'll be happy.

Games I play/will be playing:

-spintires

-BeamNg.drive

-Black Ops 2

-MW3

-Battle Field 4

-America's Army: Proving Grounds

-Need For Speed: Most Wanted

- MX vs. ATV: reflex


Or if you think you can make one better by swapping out some parts, my budget is $800, I could go up to $830 if it's really worth it.

The 970 will give you better performance but for the games you have listed you can save some money and go with the 290, or IMO the 280x. Your TVs resolution will make a big difference, my first impression is that it's only 720p due to it's physical size. Most TV's don't come in 1080p that small because you can't normally tell the difference (because you sit farther away from a TV in general compared to a computer monitor). If it's 720p you really don't need a very powerful card to max everything out, and even at 1080p a R9 280x will give you great performance.
