My old motherboard went out so I replaced it with a newer one. However, my Win7 instance is not sysprep'd so I need to boot into something and remove/replace the chipset drivers so that the instance will boot again. Does anyone know of a good way to do this? Perhaps DISM? I had trouble doing it with Acronis Universal Restore even when fed the drivers it still wouldn't proceed. I've considered converting the TIB to a WIM and repairing it inside of that, but not sure the best method.

Not really, that sort of model was dropped a long while ago because it was too expensive and changing too often to keep stuff in some way to do 'offline'.
Normally the only people asking for Win7 Offline are PIRATED EDITIONS, which Tom's Hardware does not support.
It is standard practice to just put Win7 online to setup then if you want to be offline you can, but this does NOT prevent infections (note that a Military Secure 'Sneakernet' of Computers even was infected, by Stuxnet). Without it also being online no patches, fixes, updates, etc. can be pushed especially for 0-Day exploits.

That said, the normal way I found to doing a reinstall of the OS would be to use Windows Easy Transfer to back up my data to a external drive, then...

That said, the normal way I found to doing a reinstall of the OS would be to use Windows Easy Transfer to back up my data to a external drive, then
get out all the DVDs and License keys. Download DBAN and wipe your C drive clean (make sure the external HDD is unplugged when you do this) Then install Windows, then applications, go to Windows Store to update Win8 to Win8.1 then run Windows Update for all the updates, download Slim Drivers to make sure you have all the latest drivers, then off to www.filehippo.com and download AVIRA, AVG, Comodo or Panda Antivirus and then Malwarebytes for your antiMalware.

Then finally run WET and restore your data. That is it.

That said I like to ad a caveat; If your 'original' system was a Dell, HP, etc. then it doesnt' matter being 'online' or 'offline' it won't work with a Mobo change. The OEM licensing built into the Win7DVD and into Windows itself prevents it from being used on 'other' hardware. Your ONLY allowed to use it on the hardware that was sold to you, no other systems. You would have to buy a new copy of Windows completely and install that as noted.
