It's temps are a bit high (~93*C in load, testing with prime95 blend test. Idle around 40*C) the voltage seems fine when idle (0.7v), when in load the voltage is 1.2v. but what I find weirdest is that sometimes when playing games and such (using the cpu) say with prime or something, usually the turbo clock doesn't go all the way and the cpu doesn't go over 4.2ghz.

I also tried to render a video in sony vegas pro 13 (1920x1080 @60fps)
It was a 5 minute long video which took like 7 minutes to render... I thought that was a bit long so I tried to find others rendering results but couldn't find any.

I don't believe the chip is bad, because I've already RMA'd a chip with the exact same problems, which leaves me to believe that it's because of the motherboard

Using a XMP/ not using a XMP profile does not effect the issue.
(I am using the stock cooler

Solution
You seem to be on the verge of throttling - temps are not high enough for the CPU to drop speed, yet they are too high for the CPU to use full turboboost frequency. Regardless, driving that CPU in excess of 90 degrees is simply too much, especially during long periods of time. A decent cooler can easily keep the temps in check and you won't go above 70 degrees under full load; most likely even below that.

But there doesn't seem to be any thermal throttling when playing games or so, still the frequency remains at 4.2ghz
