installing Win8.1 from USB gets stuck on black Windows screen

hello - thank you in advance for any help you can give me.

the situation is this - I am trying to install Win8.1 from a (confirmed) working boot USB on the machine I've cobbled together for my wife but it is getting stuck every time at the following screen. I can enter the bios fine, this is the first screen I get afterwards and I cannot get past it - it just stalls here and never continues into the Windows installation.

The components are mostly pulled from working systems.
mobo: Gigabyte MA790XT-UD4P (am3 board)
cpu: AMD Phenom II X4 965 black edition
ram: 6GB GSkill ddr3 (I've pulled sticks out to be booting with only 1 stick of ram in, so 2GB atm) (these were pulled from a friends working system)

gpu: a Radeon 5870 I had laying around. Confirmed it works fine in my own system as a test.

SSD: Samsung 840 Pro 128GB. (the drive that Win8.1 will be installed to) It worked fine in my own system, I formatted it before pulling it out to stick in hers.
HDD: 2TB Seagate (I have it unplugged for now as i'm installing to the SSD)

PSU/case - both salvaged from an older Dell prebuilt. The PSU appears to be working fine. It was in use in another machine not too long ago.

I have only the bare minimum plugged in for the moment. If I need something else plugged in for some reason let me know :) The rear fan doesn't reach the 2nd sysfan header on the bottom of the mobo so it's not plugged in atm. (I think the stock dell mobo that was originally in there had a sysfan header at the rear of the motherboard for it)

Finally a quick question - what's the actual correct choice here for booting from the USB? (I took the pic from the boot priority menu as it displays all the options without scrolling here)

A bunch of them seem to work (by work I mean get me stuck on the pic I posted above), does it actually matter which I'm selecting? Most motherboards I've used before have just listed a "USB" option.

thank you again for any help. I'm sure I've just missed something silly and somebody will point it out and I can shamefacedly get it up and running.

Too many variables.

Phenom Blacks draw a lot of power as do the Radeon video cards. Dell systems PSU's tend to be very tightly engineered to support whatever was in the Dell box and not much more. So you might not have sufficient power to actually run that hardware.

More likely the Windows installer is attempting to launch a driver to continue booting and reading the USB stick, and the driver loaded does not mesh with the motherboard. From the chipset and bios screen shot, you have an old Mobo with an old bios. Try using a Win 8 DVD instead.

Would it work if i create a boot DVD myself from my main PC? (same as I created the 8.1 USB though) Or do I need to somehow find an older retail disk you mean.

Yes, you should be able to create an installable DVD on your win8 machine that you made the usb stick on, provided:

"Edition of Windows. You should also choose the same edition of Windows. This might be Windows 8.1 or Windows 8.1 Pro. To check what edition you're currently running, go to PC info in PC settings or System in Control Panel, and look for Windows edition."

Have you tried updating the BIOS? That seems like an ancient BIOS screen where an updated one may give you better options for install. Try the USB HDD one if no other screen is available. Make sure you are using USB2 ports as the USB3 drivers aren't installed yet.
