Upgrading my system. Cpu vs Gpu

Currently I have:
6gb ddr3 ram I think its 1300 can't remember
Amd Phenom II X4 965
Radeon 5970 HD
on an Asustek Crosshair IV Formula mobo
running windows 7 64bit

Every game I play I get abhorrent FPS while playing on low settings. I turn everything down to the min, and I usually drop the res down to the 1200x700 range. I'm not after playing on the best settings, I just want a consistent, decent level of FPS while gaming. I drop to sub 30FPS on Path of Exile if there are burning patches on the ground at potato settings.
So if you take a glance at what I have what do you guys think the main culprit is? I feel like the CPU is bantha pootoo and is causing a lot of my issues. I know the GPU is dated, but I feel like it should be able to hold a higher FPS consistently than what I am experiencing right now.
I am looking at upgrading to the AMD FX 8320. I have to upgrade my mobo with it so I'm looking at either an Asus M5A97 or a Gigabyte Ga-990. Is there really a huge difference in performance from the MOBOS? I was probably just going to go with the cheaper one.
