my neibor wants a pc to run gta 5 on pc with a mix of high/ultra specs with at least 60fps. he has a 240hz tv thats hes hooking it up to as well, im trying to keep it around the $700 dollar mark. does not need a copy of windows, needs keyboard and mouse, he is not familiar with overclocking so a unlocked cpu is not needed and intel is preffered, ill pick out the coolers, and a 1tb hard drive. thank you

60Hz is all that TV can take as an input. 240Hz is marketing on technologies like tru-motion and 3D capabilities.

Go with AMD and invest more on the GPU, you will have mutch better gaming performance.

You can expend the remaining 25$ on a better GPU or CPU, or an aftermarket cooler

i5-4460 + R9 280X alternative:

Solution

Yes and a gtx 970 outdoes a R9 280X and a GTX980 outdoes that. But I gather you're serious about your budget. A R9 280x also requires a more powerful.expensive power supply.
