R9270X-DC2T-4GD5 causes black screen but old NVIDIA GeForce GT 520 works fine in HP h8-1114

I am trying to put a new video card in my HP Pavilion h8-1114. Specs can be found here. The psu has been upgraded to a Insignia 520W. The card I am installing is an Asus R9270X-DC2T-4GD5.

The card seems to seat well and I have made sure that the auxiliary power connectors are plugged in. Before installing the card I unplug all the cables from the back (better access with no cables.). I have tried installing the card after removing the old card. Then I removed the Nvidia drivers and installed the card and I have tried installing the card after installing the Asus drivers. Always with the same result: the hard drive light blinks once, no lights on the keyboard and no bios beeps, just a black screen. The lights and fans are on on the Asus but nothing seems to be loading. Put the old card back in load the drivers and everything works.

My monitor only has a vga connector so I am using a vga to dvi connector.

Update: On a HP board it has been suggested that the issue is that the card needs UFEI support which this old of a HP motherboard does not have. There is "Run UEFI Application" in the pre bios menu, it doesn't seem to do anything.

Is the card doa or is this PC to old to run it? Have I missed a step in my trouble shooting it?

The computer is PCIe 1.0, which could be causing problems. Also I'm sure the bios is ancient, and there are no hopes of it getting updates. I would suggest testing the card on another pc first, and if it is confirmed to work, then get a new motherboard.
