CPU Reaching 206 Degrees C and major FPS drops at the same time

Okay, for 3 months now I have been having this problem.... after buying a new CPU , Heatsink , replacing the mobo, factory resetting. Nothing has worked except the new CPU which has decreased the amount of times it happens but it still happens! running at 120fps then dropping down to 10 - 20 fps also checking HWmonitor and Speccy they both read 206 Degrees C whenever I drop in FPS I dont understand. I have read that you should clean all the fans, done that, Taken of the thermal paste and re-applied it with a lint free cloth, but no isopropanol Alcohol is that my problem? Here are my specs -
GPU - GTX 770
CPU - AMD 8350
RAM - 16gb DDR3
MOBO - MSI 760gm -p21FX

The fact that it happened with both CPU's points to the motherboard being the problem. The CPU's probably aren't overheating, but the thermal sensors on the motherboard are causing false readings, and making your CPU throttle. I'm not sure if there is a way to replace the thermal sensor on the motherboard yourself, so I'd suggest sending the motherboard back to the manufacturer and tell them you suspect a bad heat sensor. They should repair it for...

Something's fishy with that temp measurement. No CPU can go up to 200C and survive. Are the drops just a few seconds, or do they last an extended period of time?
Have you replaced your RAM. By factory resetting, do you mean reinstalling Windows. What model is your RAM?

Have you overclocked your CPU? Overclocking improperly can cause a lot of heat.

If you havn't overclocked, then I can think of only 2 reasons why the temps would be getting that high:

1) The Termal monitor on the motherboard has gone bad and is giving inacurate readings

2) The Cpu is dying.

M suggestion is to turn on high temp protection in your BIOS. This will make the pc shut down when the temps reach a certain point. If the cpu is not actually reaching these high temps then the pc wont shut down and you will know it is a faulty thermal sensor.

I havent overclocked my CPU,
I replaced my mobo a few weeks ago
and the CPU is 2 months old and it happened with my old CPU aswell which is why I bought the new one.
And it dosent gradually build up to 206 its running at 23c then suddenly spikes up to 206 and I go down to 15 - 20 fps
