Is there a cheap/free video editing software which allows me to add an image on to a video clip

Recently I have been wanting to make some gaming vids on youtube again with the release of GTA V on PC soon but I haven't got sufficient editing software on my PC.

I'm looking for video editing software which allows me to add images on to a separate layer on top of my video clips so that the clip is still rolling with a still image on top of it. Is there any cheap/free editing software which will allow me to do that?

(I'm sorry if I don't respond right away as this weekend I am actually on Holiday and will not be back until around Sunday afternoon BST)

but that is a free video editor.

I personally use Sony Vegas but have not edited a video in like 2 years :p
