Sudden FPS drops after switching back to Win 8.1 and adding 8GB of RAM. WTH?!

I am have the same problem but upping the power limit did nothing.
*specs*
AMD 1100T set to 4Ghz - Max load 38C
16GB 1600
290x MSI lighting - max load 48C
1000w Kingwin Bronze PSU
ASUS Crosshair V motherboard
Fresh OS install and fresh driver install
Temps are all well below limits. The hottest part is the north bridge with is only 40C. In fact my CPU runs at 38C under full load. I flirted with win10 but BF4 kept crashing so I went back to 8.1. Now my FPS is total crap. Doesn't matter the setting or game. I used to get 100+ FPS in War Thunder but now I am lucky if I can get 25 FPS. I have upped my power limit with MSI AB, I have turned vsync off and on again. My bio is up to date and I have tried both the stable AMD drivers and the current beta drivers. I can't seem to narrow it down. It doesn't matter the game or the settings. I know I am over looking something simple here. Switching between OSes should cause anything like this. Temps on everything are low. Memtest came back fine.
For some people upping the power limit did the trick, or switching drivers, or praying to Gabe Newell (May he be praised...)
I have not had any blue screens or crashes of any kind. It is stable. I have spent hours searching for a clue and have yet to find one. Likely hiding in front of my face. I have flashed my CMOS and tried different bios configs. I have tried using stock settings with nothing overclocked. I am at a total loss. I have never posted here before and hoping for expert help.
I work in IT and I can't believe that I have spent 20+ hours on this and have not even come close to an answer. HELP!
 
Those temps are not just low, they are what your idle temps should be, making me wonder if your system is just not under load at all, when it should be. Unless you are playing in a room that is freezing or using water cooling, there is something wrong with those temps.
