I need to build a streaming and gaming pc, i will be playing h1z1 arma 3 and dayz games while streaming them so i need a pc that can handle doing both at the same time, h1z1 says they recommend 16gb of ram so minimum that and also able to have extra slots to add more would be nice. If need be i will be two separate computers to stream and game, i would just like the stream pc to be cheaper thanx hope i can get some help

since your price range is the high end of low to mid range tier i made some adjustments and provided the link here. it is slightly higher than your budget but you can swap out the cpu for a slightly cheaper one if you wish to reduce the cost but i advise against it.

i actually covered 2 pc streaming setups on my youtube channel. You can do it, you will need to invest in a capture card (Avermedia U3 is what i use) and an HDMI splitter to funnel the video feed
