Budget ($500-600) gaming pc for someone with strict parents?

I while back, my mom was happy that I wanted to build my own computer. She was fine with me spending around $800, but said that it was a big purchase for someone my age. At the time, I was 14. Also, I saved all of the money myself. Suddenly as I slowly increased my budget, she was leaning against it. So the idea went out of my head for a while. As of now, 16 years old, I have saved up again. This time she said that we would have to talk about it. So I waited. When I asked again, she sounded as if she was trying to tell me that she wouldn't let me spend x amount of money. She said that I should start saving for college, but I don't know if she was being really serious. What I'm confused about is that when I ask her about, she still says that we will talk about it some other time.
To get to the computer, I'll tell you what I'm looking for with the performance. I guess I'm looking for something that can handle any game, at 1080p, with around medium or high (ultra if possible........ lol....) settings (depending on how graphically demanding the game is). The games I'm looking to play would be stuff like Battlefield 4, World of Tanks, War Thunder, Arma 2/3, Call of Duty, and other newer, graphically demanding games. For my budget, the most I can spend is probably around $500-600......maybe $650. It would be awesome if someone could give me a list of what they would recommend for the best performance at this price range.

I already have everything (mouse, keyboard, monitor, headphones, and even a 2.1 sound system) ..........but the computer. I currently have all of these things hooked up to my laptop....... lol.
