I am showing a prompt that 2 computers are sharing the same IP address...how is this possible?

When attempting to access the internet I am often shown the prompt that 2 computers are sharing the same IP address and thus losing the internet connection. How is this possible?
 
Solution
One of the devices is likely been manually set to the IP. It also can happen when the router gives out the same ip to 2 different machines. It is designed to not do this but if you would reboot the router it forgets what it gave out before and a end device may still be using the ip.

Most times it shows the mac address of the device conflicting so you should be able to find it.
