Mouse/Keyboard wont work and cant boot from DVD

Okay so I have been wanting to put together a 3rd pc for the living room for awhile since I had a lot of spare parts from upgrading my two main pcs. I did that today and the PC booted up windows xp on the first boot up (was installed on an old HD)... So great I dont have to install windows 7.

Well the thing is the mouse nor keyboard would work in Windows xp, tried changing to other ports nothing. I rebooted about 5 times, also checked USB settings in the bios.

The weird thing is keyboard and mouse both work in bios, once xp boots up nothing. i tried another mouse and the same problem. I think it may have to do with it being USB unfortunately i dont have any PS/2 adapters laying around.

Okay so I figure I will try install windows 7 on it maybe its a windows error, after searching for old power adapters for the DVD and load in the DVD... I go to bios set it to boot dvd first. It prompts me to push a key to boot from DVD. I do that and soon as I do it doesnt even boot from the DVD it goes to the screen where it tells you windows did not close down properly choose to start windows normally or safe mode etc... and of course here the keyboard doesnt work... So thats another issue, I push a key to boot and its like it doesnt even listen to that and just wants to go to XP again.

Try starting with mouse and keyboard removed, plug in after Windows loads and settles down, letting Windows® discover them. If the BIOS allows assigning an interrupt to USB, enable it. Last resort, buy a PS/2 mouse & Kbd.
