Fan slitter always max speed?

I just bought 4 Corsair AF120 blue edition fans. I use these with a phobya fan splitter like this one. I do this because i have a crappy motherboard with only 2 3-pinconnectors. When i plugged all of it in 3 of the 4 fans are always at full speed so it makes a lot of noise.
I wondered if there is a way to turn down the rpm on the fans besides buying a new motherboard.

Specs: CM K380 case
MSI 760GA-P43 Mobo
CM B700 PSU
4 Corsair AF120 fans

Yes that's correct. They step down the voltage to the fan so that they will spin slower.
