Connecting 2.5" HDD via USB Enclosure to PC (power issue)

Hi.
I have a 1TB 2.5" HDD which i put it in an enclosure and currently i use it via usb.
now i have few questions
1- the maximum power consumption of HDD is 850mA and usb 2 ports max current is 500mA. the enclosure just have a normal cable not Y cable.
is it ok to use it with normal cable or it may harm the HDD
2- does the HDD limits the power consumption with usb2 intelligently (like decreasing motor speed or ...) or it may reach to current limit point some times?

3- if i connect it to USB 3 port, would it solves the problem (i thought maybe after PC initializes a usb 2 device, it may not provides 900 mA on USB 3 port for that connection)

actually i'm using it since 2 months ago & no error or problem happened since then.
but i was just wondering about difference between power consumption & provided power, and rest of questions (1, 2, 3).
