Will an amd fx6300 limit my msi r9 290 graphics card and create a "bottle neck"?

Limit the card, NO. You could run Unigine or 3DMark or just turn AA up and get 99% GPU usage.

Choke on game engines, yes definitely. Most game engines do not play well with AMD FX CPUs and there will be dips in FPS, especially MMOs, RTS, ect.

Monitor gpu usage in afterburner and that will determine if you have a bottleneck. I dont think you will, and if you do, you can minimize the bottleneck by overclocking your cpu to 4.5 ghz or higher with a better cooler.
