On my dell 760 with 8 gb installed windows shows 3.1 physical memory on windows tack manager dell bios shows 2gb in each of the 4 slots with total of 8gb
If it is a 32 bit version then you are seeing the upper limit of memory for a 32bit OS. The other thing it could be is hardware reservation being done by your BIOS. This is something that Windows 7 and Motherboard BIOS have done.

There is your problem. That is a 32bit version of Windows which can not handle more than 3.5 GB of RAM. You will need to upgrade to a 64bit version of Windows to use memory past 3.5 GB.
