So all 4 cores of my CPU are on 100% load while using Adobe Media Encoder to render a video.

I have a i7 4770 3.4 Ghz (Non K version) Turbo boost in the BIOS is turned to off
16GB or Ram

So my question is, is there any way to take the load off of the cores or at least some of the cores
since I'm worried about my CPU Temps,
They're hitting max temps 76c but jump around from 72c-76c
they're reaching those temps withing the first 1-2 minutes.
Whats making me uncomfortable is that I don't want to render long videos that take more than 10 or so minutes with those temps, let alone 30 minute to hour long render times.

Is there any way I could limit the CPU usage for Adobe Premiere Pro? or maybe even use the help of my GPU so my CPU wouldn't take ALL of the load.

My GPU is the EVGA GTX 780 3GB GDDR5 SC ACX

Applications for video editing and image processing are designed to use most of your processor to speed up the work. The best advice i can give is get a cheap cpu cooler like a Cooler Master 212 EVO, it will lower the temps by about 20-30C and lower the noise aswell.

So there's no way to direct the load to my GPU? I can do that for the 3D program called Blender and it renders using my GPU and my CPU only gets used like 20-40% and has nice and cool temps.

Just checked the settings and I have 3 options:
Mercury Playback Engine GPU Acceleration (CUDA)
Mercury Playback Engine GPU Acceleration (OpenCL)
Mercury Playback Engine Software Only
---
And it was already set to (CUDA) setting, but my CPU as I already stated has high temps.
Maybe I should change the option to something else?

Also maybe there's a way to lower my CPU usage for that program in The Task Manager or something like that?

You need to use cuda accelerated effects in order to take advantage of that. I use RAM previews and a scratch disk to speed everything up also. To answer your question I believe they once said that their programs were designed to use up all your CPU, I'm not sure if there is an option somewhere. Below is the list of cuda accelerated effects from Adobe:

Alpha Adjust
Basic 3D
Black & White
Brightness & Contrast
Color Balance (RGB)
Color Pass
Color Replace
Crop
Drop Shadow
Extract
Fast Color Corrector
Feather Edges
Gamma Correction
Garbage Matte (4, 8, 16)
Gaussian Blur
Horizontal Flip
Levels
Luma Corrector
Luma Curve
Noise
Proc Amp
RGB Curves
RGB Color Corrector
Sharpen
Three-way Color Corrector
Timecode
Tint
Track Matte
Ultra Keyer
Video Limiter
Vertical Flip
Cross Dissolve
Dip to Black
Dip to White
Film Dissolve
Additive Dissolve
Invert
Directional Blur
Fast Blur

(could be more that I don't know of)
