GTX 970 Strix high idle temps (around 65 degrees) when i installed my new psu

Right, i have a gtx 970 and when i installed my new psu i noticed my temps where much higher than they should be, when i had my old psu temps sat around 30 degrees but since i have installed my new psu it temps seem to have doubled, now i need to have the fans permanently on to keeps temps at a decent level. when i turn the fans off temps will slowly climb and reach around 65 degrees this surely isnt normal. help

If that was the only change you made, I'd be seriously concerned that the PSU was ouputing too much voltage on the card's +12v connectors. Get a voltmeter and probe the back of the connectors while the system is running and see what the voltage reads. If normal, it still may be poorly regulated voltage that is the issue. What is the make/model of the PSU?

temps used to be good with my old power supply but have taken a turn for the worse with my new one

That's a tier 1 PSU. I wouldn't expect it to have that kind of issue I mentioned, but I'd still check voltage to be sure. And check that changing the PSU didn't disturb something that could be blocking airflow to the card. I'm wondering if your cable maintenance after installing the new PSU is lacking?

ive actually improved cable management it used to be all over the place but now its much tidier, i really have no idea what it could be
 
The G2 is afar better PSU than the RM, if a bit noisy. You don't need a voltmeter.... just run Furmark and use a utility like HWinFO64 to measure voltage on the 12v rail.

I had a CX600 come in one day that was putting out only 11.35 ....

Run Furmark and see what ya TDP, voltages are.

All those voltages are way off. If that is accurately reporting the voltages, you wouldn't be able to run the PC.
Try http://www.cpuid.com/softwares/hwmonitor.html.

ive actually noticed that my memory clock is maxed out permanently also gpu clock is quite high aswell

i built it myself and i have overclocked it but even at stock clocks i have the same problem but when fans are on i have no problem temps stay below 70 degrees with fans on 40 percent under full load

I had this High Idle Temp issue since 4 to 5 months. I search over internet everywhere cant found the solution. but then finally i bought gta 5 i love that game so much watching youtube videos of gta 5 ultra settings graphics looks so awesome. but when i do my gta5 graphics on ultra results loss of fps and shuttering occured. but then finally i rid this issue by my self and now i can play on ultra with full 60fps no shutterng fucking hell smooth you hav to do 2 things as mention below.
1. Open a command prompt. (Run a command prompt as Administrator in Windows vista/7/8)
Copy command line and Paste sc stop NvStreamSvc hit enter then copy paste 2nd line on 2nd task sc config NvStreamSvc start= disabled then hit enter close cmd
2. Go to task manager and stop this process. (Services and Controllerapp.exe32*)
close task manager. Now see your temp it will decrease and gpu utilization will be reduce from 97% to Early 1% to 15%
Suggestion: Keep ur Room Cool Always.
