Hi guys ,

I need some help about my new system and i really can't decide what is better for me.

On one side i have :

MOBO: H81 Asus H81M-K
CPU: Intel® Core™ i3-4160
GPU: AMD Radeon R9 280X MSI GAMING 3G
RAM: 8GB 1866MHz Kingston HyperX Savage CL9
PSU: 600W LC POWER
HDD: 1TB Seagate Barracuda

And on the other side i have:

MOBO: H81 Asus H81M-K
CPU: Intel® Core™ i5-4440
GPU: R9 270 Powercolor TurboDuo 2GB
RAM: 8GB 1866MHz Kingston HyperX Savage CL9
PSU: 600W LC POWER
HDD: 1TB Seagate Barracuda

I use PC mostly for gaming , sometimes i also work in Sony Vegas and Photoshop CS6 .
I play games like :

Counter Strike Global Offensive
Far Cry 4
Battlefield 4
Payday 2
GTA IV
etc.

What you think what configuration will be better for me ?
And also which PC is better for GTA V ?

Thanks.

Go with the R9 280x... It thumps the R9 270. You'll hardly notice the difference in the i3 to the i5 in games. You won't regret getting the 280x over the 270. the 270 just lacks punch at 1080p on Ulltra, the 280x will be smooth as and get 60FPS in even heavier games.
Those saying the processor matters a lot don't know what they are talking about.

I added an SSD to both to complete the basic builds:

first pc:
UserBenchmarks: Desktop 76%, Gaming 54%, Workstation 30%
CPU: 73.8% Intel Core i3-4160
GPU: 62.4% AMD R9 280X
SSD: 80% Crucial MX100 256GB
HDD: 90.3% Seagate Barracuda 7200.14 1TB

second pc:
UserBenchmarks: Desktop 73%, Gaming 38%, Workstation 33%
CPU: 70.6% Intel Core i5-4440
GPU: 43.3% AMD R9 270
SSD: 80% Crucial MX100 256GB
HDD: 90.3% Seagate Barracuda 7200.14 1TB

The first PC is significantly better for gaming mainly because the GPU in your first build is a whopping 50% faster.

Do you think i3 will bottleneck r9 280x ? And is 600w PSU enough to run this at full load?

Go for that, buy a WD Blue 1TB instead of Seagate and buy an EVGA psu not LC POWER.
You can always upgrade the i3 to a i5 or i7, although that won't be nececary for a few years
Bottlenecking wont be a prob

The i3 is not as good as an i5 so under some circumstances the i5 will be "better" but you can't have your cake and eat it ... The i3 with a better graphics card is FAR less likely to bottleneck than the i5 with a weaker graphics card. In terms of power 600w is more than enough for this build.
