Corsair RAM Showing 12GB Installed but only 6GB Usable

Hi all, I'm struggling and hoping for some help.

My build has had 3 x 2GB since 2010. Recently I purchased another set of 3 x 2GB to push the RAM total from 6GB to 12GB. Unfortunately, the system, bios, and resource monitor all show 6GB. The system shows that 12GB is installed as well as the resource monitor but again only 6GB in use.

I've attempted to go into msconfig/boot/adv options and check maximize memory in Windows 7 but to no avail. I've attempted to look at areas in the bios to enable memory mapping but have been unsuccessful finding that feature or anything like it.

I reformatted last night so this is a fresh copy of windows yielding the same result as when i initially put it in. The mb should support up to 24GB.

Processor: Intel i7-980X Processor Extreme Edition
OS: Microsoft Windows 7 Home Premium
Motherboard: GIGABYTE GA-X58A-UD3R
Video Card: Radeon HD 5870
Memory: 2x - CORSAIR XMS3 6GB (3 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800)
