X-Fi Titanium not recognized in X99 SLi Plus pcie 1x slots

I have an x99 system with the sli plus and an 5820k. I have a 980 in pcie slot 1 (16x) and and 770 for physx in pcie slot 5 (16x). I skip slot 3 as I dont like gpus right next to each other. slots 2 and 4 are 1x and slot 6 is 16x.

I have everything up and running, gpu z shows the 980 and 770 running at pcie 3.0 8x, which is fine, so that 16 3.0 lanes used. I have an xp 941 m.2 drive which uses 4 lanes, so that 20 lanes used.

I have an x-fi titanium sound card (the regular naked one, not the hd line) and no matter which of the free slots i put it in its not detected. Now people will say, "well the card is defective, but it works fine if placed in on of the slots where i put the gpus.

The cpu has 28 lanes available, and all my components should only use 21, so that 1x sound card should have a lane available. I have the most up to date bios, and the i had the issue on prior bios as well. Any ideas on what's going on here? Help appreciated.

The x99 sli plus doesnt have any settings for the 1x slots. The card also doesnt run on the last 16x slot either.
