I am building a pc and don't really have a lot of money. So I need to pick gpu from around 200$.From nvidia side I was watching gtx 960 and from amd side r9 280 or 280x. I probably won't have money for 280x so can you guys tell me what is best version of every card and what version is best bang for the buck.

AMD cards since GCN 1.0 fully support DirectX 12. Stating this as a reason to get a card is the same as going AMD for Mantle, which no Nvidia cards support.

The 960 uses less power but is slower than the 280, especially at higher resolutions.

If you are doing any gaming at 1080p or above, go with the 280.

R9 280x cards have dropped a lot in price lately. Here in Canada, some vendors sell them for $199 and they would be even less in US dollars, so I can't see you not being able to afford one if you shop around. I purchased one of my Gigabyte Windforce 280x cards lightly used here not too long ago for $150. So I think you have a good chance of finding one at your price point with a bit of shopping around :)
