Ok so I don't plan on using an anti-static wrist strap while building my PC, however I'd still like to ensure that I'll be handling my parts in a static-free manner. That said, if i just touch a metal part on my mounted PSU before handling any other parts (nothing is plugged in by the way), would this discharge any static electricity in my body? Thanks in advance.

Solution
yes it would be fine. Its better to touch your case/psu. Generally speaking, static is not too much of an issue if you are wearing static free clothing (like a t-shirt) and not walking on a carpet.

Entire case is painted black/grey unfortunately=/ So would touching my mounted PSU be just as effective? What if I slap a metal radiator connected to the floor right beside the table I'll be working on?

It's literally an asthetic/peace of mind thing to wear when building computers. Every component you touch will have an anti static bag you have to take it out of, and that immediately gets rid of any conductive electricity you have in your body at that time.
