All Games Max Out CPU, Constant Freezing/Crashing/Extreme Lag

Ok, so about 3 weeks ago I launched BF4 and was getting my normal 60 fps ish at medium 720p on my A10-7850k with 8 GB of 1600 MHz RAM. I have had a very slight overclock on the cpu side for a very long time (from 3.7 stock to 4, not much, I have a Hyper 212 EVO so i dont think thats what is causing the problem) and was playing perfectly fine. About a week and a half ago, the problems began. TF2 wasnt getting 120 FPS, but 50. It was freezing. BF4 crashed constantly, and when it did work it was at 35 fps at most. I launched BF3 today, 10 fps for a minute and then it crashed. I was wondering what the heck happened. At first I blamed my internet. Nope, I could play tf2 maxed @ 900p at 120 fps plus with no stuttering or lag on my laptop (i7 2520m and Nvs 4000 series 1 GB with 8 GB of ram). I have been looking into why i was getting such severe performance drops and then i noticed something, whenever I launched a game, be it Minecraft, CS GO, TF2, BF4, BF3, you name it, my CPU would immediately went to 99-100% in the task manager. Some titles like War Thunder dont suffer from this, but many do. I am updating to the 15.3 beta drivers ( i was on 14.7 ish?) currently, and I have ordered some thermal paste to repaste my processor, and I was wondering if anyone else has/has had this issue and if there was anything you did that fixed it.

Heaven bench, DX11, 720p windowed at medium i believe, the cpu' thermal margin never goes below 40 celcius, the gpu temp (most likely a delta temp) is at 15-20 degrees celcius, so around 40 degrees celcius on the gpu. whats wierd is that overdrive is reading the memory as clocked at 800 mhz, is this right? i have 1600 mhz ram lolwut.

EDIT: Ran it at ultra preset, 1080p, same temperatures.

Try running a CPU + GPU stress test usinf OCCT for a few hours will simulate the load games will put on your APU?

Another cause could be malware/viruses slowing your computer, have you been browsing sketchy websites/ tormenting and do you have an antimalware/anti-virus softwar on your system right now?

I have Malwarebytes Pro and AVG Free for anti virus, seemingly nothing detected. People on much lower end cpus are reporting 60-70% usage on their dual cores.
