Power supply voltage at 13 volts?

I have a Dynex 520 watt power supply in my PC from almost a year ago and I just purchased and installed a XFX Radeon R9 270X
I decided to look at the 12V rail voltages through a molex cable (PCIE power and molex are on the same rail) and the multimeter is reading 13.2V - 13.25V and the voltage suddenly drops back down to 12.3V, after a while the voltage makes its way back up to 13.25V

Should I be worried or is this normal?
Should I replace my power supply?

CPU:Intel Core 2 Duo E8400 @ 3.00 GHz
2 disk drives
x4 1333 MHz DDR3 RAM

Dynex is a tier-5 PSU brand ("replace ASAP") so it is quite likely the PSU might be having issues.

In the ATX 2.xx spec, all positive voltages have a 5% tolerance so anything above 12.6V on the 12V rail warrants questioning.

It is normal for PSU output voltage to vary somewhat but those variations should still be within that 5% tolerance.
