Dragon Age Inquisition 15 - 20 fps with recommended hardware?

First let me show you my specs:

CPU: Intel i5-3550
GPU: AMD ASUS 7970
RAM: 8GB
RES: 1920x1080

I'm assuming recommended means highest settings because I get around 15-20 fps with every setting set at ultra or the highest it can go. I'm not sure if I'm missing something, as I also have the latest drivers for AMD. So if anyone can please help me out, that'd be great!

Recommended system specs almost never means for max settings. In my experience "Recommended specs" usually results in playing at medium-high settings at 1080P 60 FPS, with anti-aliasing disabled.

Thanks for all of those sources. I ended following them and then also ended up enabling Mantle rather than DirectX 11. It seemed to boost the fps by a bit.

It's about 40-50 now. I think my CPU also has a overheating problem; Im trying to look into it now. The temps are about 60C with nothing but Chrome up and they get to around 100C when I have the game running. Would that be an issue?
 
That's way too hot. Blow out your CPU cooler with compressed air and bump up the fan speed. If that doesn't do enough, then re-seat the CPU cooler - new thermal paste. If that still doesn't get it down then look at getting a custom cooler eg Coolermaster Hyper 212 evo

I'm an idiot, I think I just realized why. About a year I had to replace the motherboard and I took out the CPU and all but never replaced the thermal paste. I'm surprised I haven't fried it yet, but I really need to do that soon.
