About a month ago, my RAM usage would usually sit around 30-40% unless I was playing a game like Battlefield 4, League of Legends, GTA IV, etc. but now, with nothing but the necessities running, the usage is always at 80+ I just want to know if there is something I can do to make it normal again.

Do a virus scan. Change out your Desktop Picture. Uninstall unneeded programs that run in the back ground like Weather Bug and Windows Desk Top Gadgets. Look at what you have installed in the last month in the Control Panel -> Programs and Features. If you download things you may have installed a downloader or Ad-Ware in the process.
