720P or less on low graphics setting in 30FPS maximum.
OC your processor and buy a new GPU for 100 bucks.
Maybe you can play in 720P and medium settings with AA then.
Likely very low resolution at lowest possible settings...yet that doesn't guarantee it'll run smoothly enough.
Depending on the specific model, the CPU may still be fine, but the GPU and the RAM are a tad behind. It's unlikely you'll be playing at constantly 60 fps; mileage will surely vary, but I believe you're looking at an average of 30~45 fps.
Of course, it's all just a personal opinion. If I were you, I wouldn't buy it with that rig.

your graphics card is terribly outdated. your cpu should atleast be an i5, and your ram should atleast be 6gb although id recommend 8gb. Im just being blunt with you because I wouldn't want you to waste your time and waste your money to end up being disappointed.

core 2 duo e8600 cpu
8gb ram
gt 610 gpu
450watt psu
1tb hdd
and you can easily run a gta v on mid settings as i can play at this settings on my core 2 duo e8600 pc
because i can play this gta v preordered on 60fps vsync enabled
Considering your gpu is better than mine you would be able to run this at a very decent rate
