Kernel 41 Error - New System - Low Power on 12V rail(7V) - PSU Problem?

I recently upgraded my PC, although that shouldn't matter as I've been having these problems since I got the computer.

Inconsistently, my computer will force shutdown and reboot. Upon checking the logs, I have found it to be calling a Kernel 41 Error ("The PC rebooted unexpectedly without....")

I also used Speccy to check temps, both CPU and Mobo are fine (CPU around 45, Mobo around 37ish) then I noticed that my motherboard was receiving only 7,04V on the 12V rail. All the others appear fine.

I have run virus scans, I also recently did a reg check, chkdsk and all.

Any help will be great, I'm a music producer and the constant loss of work is becoming very annoying.

Old Specs:
AMD FX 6300
AMD R7 260x
8GB Patriot RAM
GS 600 PSU
MSI 970A mobo

New Specs:
Intel i7 4790
nVidia GTX 960
8GB Patriot RAM
GS 600 PSU
MSI Guard Pro Mobo


Also I am using a UPS, 1000VA.

It might be our house power, any way to test?
