Need help. Consistently high ping (200-3000)

Hi,

I am a student and my landlord provides our internet in our rent. So ordinarily I would have brought up my issues with Virgin Media, but of course I don't have the account details. So hopefully somebody here may be able to help me. I'm not particularly knowledgeable about networking so please bare with me.

My router is a Netgear Super Hub VMDG485
Modem is EuroDOCSIS 3.0 Compliant

My Motherboard is a Gigabyte Z97P-D3 and I'm using a BeQuiet BN181 PSU.

Operating system is Win 7 Ultimate 64-bit 6.1.7601
My wireless USB adapter is a TP-Link WN822N

I have run several ping tests via cmd prompt to various domain names as well as directly to my router. The connection to the router seems fine, however I think it's hitting problems as soon as it leaves the router.

I have performed a tracert test if it's of any use?

Is this likely to be an issue of our connection being throttled by the ISP or something like high usage in my area? My ping has stayed at this level since about 6pm yesterday evening and has still been sat here since 8 this morning. I've had problems here in TS1 since around November. The first issue I remember having was around 800 ping which lasted around a week and seemed to solve itself without bringing it up to my landlord. Then in January we suffered from constant 200+ ping as well as disconnections every 2-30 minutes, we told our landlord who then had a word with Virgin Media who told him that the exchange box in our area often has problems with wear and tear on the seal, so water gets in and screws things up. A few days later that apparently got fixed, however since then we have still had random bouts of terrible ping/ downtime. Our neighbours have said that they haven't had any problems.

You need to run on a wired connection to be sure. This looks like the type of delays you get a on a wireless connection that has a lot of interference.

It could also be a connection that is massively over utilized. It really depends how this is all connected one it leaves your control. If all the people in the location share for example a single cable connection coming in it only takes a couple of people abusing it to kill everyone else.

So if I am to confirm that it's not an issue within my home network then I need to test with a wired connection also? The ping test to my router showed 0ms ping and 0% packet loss.
