CPU 100% and whole pc lagging

Hello , form day to day my pc start doing something from day to day my CPU usage came to 100% from 14%~ and my whole pc start lagging once i opened video on youtube my cpu usage was on 80% and video start lagging i tried to clean up my pc with vacum cleaner and too with my Microsoft Essentials + Anti-Malware software but nothing happend ... still cpu on 100%. While i play csgo my fps are on 25~ and drops to 8 or lower same with League of Legends or any other game.
Iam sorry for my english i hope you all understand what i was trying to explain

CPU = Intel i3 540
GPU = AMD R9 270x
RAM = 8gb
Windows 7 64.bit

have a look at your task manager as a program could be running in the background which is using a lot of your cpu usage. If there is a program there try to disable it or if you don't need it uninstall it. Also I would run a couple of virus scans on a full search not a quick search if you haven't done already, and run a program called cclean to get rid of any cookies you may have on your pc. If you are still getting this problem then get back to me. oh also chech your temps you might be thermal throttling your cpu so your cpu is "downgrading its self" so make sure your cpu cooling is good.
