Nvidia Inspector download?

I am trying to fix a problem for Halo 2 and PC gaming wiki is saying to limit the fps to 60 with Nvidia inspector. I can't find a legit website to down load this from. Is this application old? Safe? Maybe PM me a link?

My machine is a new,...i75320k, 2 geforce 980s, 32 gigs ddr 4 and windows 8.1

Is there maybe a way to do this via the Nvidia Control Panel, if so please let me know how.

guru3d is legit. they made RTSS if you knew that. nvidia inspector is safe so don't worry about that and please you shall know it's not made by nvidia. So that's why it's not downloadable at geforce.com but it has lots of features and i'm not gonna tell those in this post go check for yourself it's a really nice program. If you don't know how to use it read guides from the internet because i myself haven't used it yet but i know what it does.
