Your problem actually lies in your GTX 970, There is an issue when you use over 3.5Gbs of the cards VRAM it begins to stutter. There is currently no fix for the problem, however most people suggest switching your textures in game to medium.

Here is a link to an article that explains it in depth.

I had exactly the same problem with the same motherboard. My only difference, cpu wise, was that I didn't have an aftermarket cooler and I had the 4350. That cpu is garbage. After 9 months I upgraded to my i5 4690k. I thought it was the motherboard as I had watched reviews of each part afterward to attempt to find the problem. As one reviewer mentioned studdering with the 970 motherboard, I thought that was the problem. Seeing you have this same issue, leads me to believe this is likely the case. Another theroy was that the cpu was worse than I thought or that it was overheating on the crappy stock cooler. Anyone with more insight is encouraged to help. I had a 960 4gb and 16gb of ram.
