It will play games like Skyrim on mostly medium settings at 1080p, will do a little better at 720p.

For reference, I have an older generation A6 APU in my Laptop, and can nearly max out Dragon Age Origins at 720p

he wants monitor in that budget too so yeah....

Oh, you're right, I didn't notice that little detail. Well if he can find a cheap $15 monitor at Goodwill or something, he can use my build for reference, lol.

Case: http://www.newegg.com/Product/Product.aspx?Item=N82E16811146075 $40
PSU: http://www.newegg.com/Product/Product.aspx?Item=N82E16817139026&cm_re=430w-_-17-139-026-_-Product $20 after rebate
CPU & MOBO: http://www.microcenter.com/site/products/amd_bundles.aspx FX8320E and ASRock 970 $120 Hands down best value for a cpu and mobo. If you dont have a Micro center near you, a 860k or G3258 with any mobo will do the job nicely
RAM: http://www.newegg.com/Product/Product.aspx?Item=N82E16820148662 $65 Great ram for a budget build
GPU: http://www.newegg.com/Product/Product.aspx?Item=N82E16814487034 Best GPU for $100 hands down.
HD: Really a personal preference, Id rather have a small ssd over a big spinning HD but everyone is different about $60-65

About $400. If you wanted Windows you could get a Legit copy for an extra $60

again he wants monitor in that 400 budget

What about an Acer X183h or X203h same model line. I found an X183h for $5 at a yard sale a few weeks ago. Very popular and cheap, search on Craigslist for one for about $20. Only 720p but that is all that you need to get started. 16:9 is a necessity don't look at anything else
