CPU running way below speed that it should be running at...

About 7 months ago I built a PC, and the processor (Intel 4790k) Is running at a very low speed no matter what I run (It doesn't speed up or slow down with different harder to run games). It seems to always stay at the same speed of 798.1 MHz (The speed from CPU Z). I have tried changing some things in BIOs and nothing seems to work. The PC seems to run at a relatively cool temperature and I doubt it could be static damage. The computer runs relatively fine, but when playing games at relatively moderate settings that the PC can definitely handle at 60+ FPS, it will run below this.

CPU: Intel Core i7-4790K 4.0GHz Quad-Core Processor
CPU Cooler: Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler
Motherboard: Gigabyte GA-Z87X-OC ATX LGA1150 Motherboard
RAM: G.Skill Ares Series 16GB (4 x 4GB) DDR3-1600 Memory
HDD: Western Digital Se 1TB 3.5" 7200RPM Internal Hard Drive
Graphics Card: PNY GeForce GTX 770 2GB Video Card
Case (not sure this part is important to helping me fix my CPU but whatever) : NZXT H440 (Orange/Black) ATX Mid Tower Case
Power Supply: EVGA 750W 80+ Gold Certified Fully-Modular ATX Power Supply

I know that all of the wires are plugged in properly. I also know that all drivers are up to date.

Hopefully this is just some secret in the BIOs that is not known to me and nothing serious like a broken CPU.
