Sudden Drop in FPS Across All Games

Hey guys! So I built a computer a few months ago and it has been freaking amazing! Though, today I tried playing Dark Souls 2 and the frames kept dropping. I normally get a solid 60fps with dips no lower than 55fps at max settings, but now it constantly dips down to 15 and the stuttering is annoying. I tried Shadow of Mordor at max settings (I normally get 60 and sometimes dip to low 50's) but it kept sitting at about 30fps and dipping to below 10. Same thing happens in Bioshock and a myriad of other games I play.

Also, my mouse will disconnect and reconnect (USB) every now and then, idk if that has anything to do with it.

I manually updated the graphics drivers, checked the power supply, and dusted everything off just in case (wasn't very much dust though).

System specs:
CPU: i7-4790k
GPU: EVGA GTX 970 FTW
RAM: 2x8GB G. Skill Trident X series (1866)
SDD: 1TB Mushkin
PSU: FirePower ZT Series 750W
Monitor: 1920x1080

I pulled up Afterburner to see what the card's doing and I'm not really seeing anything unusual there, though, at idle, [strike]the GPU temp is a solid 62 degrees over fifteen minutes[/strike]. Idk what would be a normal idle temp, but that seems a little high to me???

I noticed the fans were not spinning until it hit like 75 degrees, so I just changed the fan curve in Afterburner and it's down to about 40. :D

I've also run windows defender, malwarebytes, hitman pro, and adware cleaner to make sure I have no viruses.

Anyway, plz help! I would love to play games without lag and tearing!

Well, I've been doing tons of research and troubleshooting to figure this out and I finally found something that works temporarily... I did a Diagnostic Startup, which allows the computer to restart and run only the necessary processes for Windows, which closed whatever process was pooping on my fps. So, the problem now is that I can't figure out what process was causing said poopage. As soon as I do a Normal Startup again, the fps drops again.

Anyone know how to isolate the poopy process?????? I'm sooo close to having my fps back!!! Help me out!!! :D :D :D :D

Well, problem has been solved... I did a system restore to 2 weeks ago, rather than a week/week and a half ago like I had done before. Looks like I had downloaded some software or something that took a performance dump on my GPU and CPU..........

Anyway, thanks for the reads I guess....................................................................................
