That's a quarter past not happening. Personally I think you need to upgrade your equipment... ALOT.

I'd suggest getting a 3/4GB card such as a 280X and above or a GTX 960 and above. I know the GTX 960 is a 2GB card and it will run at around 45fps making drops to 30 fps on ultra. Alternatively you can lower settings to the lower end including the way people render and all those fun GTA settings.

Keeping V-sync on will lower general frames but create a smoother transition between high and low frame rates.

What I'd do?

I'd personally upgrade into the socket 1150 platform and run with an 15-4460 and a GTX 960 or AMD 280X. I hope this helped.

You have the specs close to the recommended list for the game. That being a gtx 560 and 4gb of RAM and a quad core CPU. So by gaming standards it would be playable at medium to maybe high settings.

However, if you want that ultra preset your CPU GPU and Mobo must be upgraded. I would recommend a gtx 960 (200$+free Witcher 3), an fx 6300(minimum) or intel i5 of some sort (like 4670k), and a corresponding Mobo with the matching socket.

It is an expensive upgrade but if you really want the max settings thats what you need.
