Restarting through Windows 8.1 does not restart my computer

So whenever a program asks to restart my computer or if I click restart through the Windows taskbar my monitors do go to sleep however my computer does not restart. A red light appears just above the GPU/below the CPU whenever I try to restart. The only way my computer is actually able to restart is if I hold down the power button or press the restart button that is on the case. This isn't a big problem for me but was just wondering what the problem could be.

Mobo is an Asus Z87-A

I'm positive it is not a background program that is preventing a restart since the "Restarting" screen appears and then my monitors go to sleep (since there is no output coming from my computer). So I'm thinking the computer is trying to restart but cannot get past the part where the computer actually shuts down and start up again.

Sorry if that sounded confusing. Was trying my best to describe what I usually see when I try to restart.
