I'm looking at a desktop that I'm sure I'll get, but I want to upgrade it right away. It has a Radeon HD 8470D, which I've heard is not meant for modern gaming. When upgrading, what do require? I've heard that sometimes the processor can't handle the card, and therefore won't work. Is this true? Do I need a certain amount RAM or a specific power source? Please tell me if you can!

If the processor isnt strong enough you'll get something called "bottle necking" itll work. But you wont receive the full performance from your video card. However, what you will need depends on how outdated the PC is. And what graphics card to choose, will depend on what games, res, etc you want to play at. If you can let me know what games you plan on playing, itll be easier to let you know. And the power supply the PC has would help as well.

As far as i know Radeon 8470D is integrated graphics not dedicted, you need to buy a good graphic card for modern gaming
tell us more about your cpu and budget so we can give some suggestions and yes power source is a consideration while buying one, while RAM could be bottleneck but wont make your gpu incompatible

AMD Dual Core A6-6400K 3.9 ghz
8GB DDR3 SDRAM

I'll spend $400-500 on the PC
$100-200 on the innitial upgrades

you may want to spend more money on your cpu. dual core cpu's dont even work in far cry 4 anyways. you need to get a quad core or more to play far cry. I would reccomend an x4 860k or even an fx 6300, and pairing it with a r9 270 non x, or getting a gtx 750ti, or a gtx 960. that cpu + graphics card should be around $320 with taxes. Which leaves you $180 to spend on a case, power supply, hard drive, motherboard, ram

For graphics card, the most important gaming component, i reccomend a GTX 960, GTX 660ti or a r9 280x. These are around 200-300 and its definitely worth the upgrade if you're on a budget. I have tried the 660ti recently and it has played dying light in high settings, and metal gear rising. The other two aswell. Plus you can always sli or crossfire later

this^ is good advice but If you do decide to stick to your current plan you will end up with something like this:

UserBenchmarks: Desktop 38%, Gaming 35%, Workstation 11%
CPU: 46.5% AMD A6-6400K APU
GPU: 50.9% Nvidia GTX 960
HDD: 93% Seagate Barracuda 7200.14 2TB

Obviously not new, but theres plenty being sold used or slightly used for 150-180. and they're good performers, for the price.
