All games stuttering after installing new GPU

Hello. I'm really annoyed now. I recently installed a new GTX 970, an upgrade from my GTX 660. My games have become really, really inconsistent in their launching and gameplay. I could launch a game and run it smoothly at a high frame rate, or it could repeatedly crash on start up or stutter like crazy. For example, I launch CS:GO and it froze my entire computer after I tabbed out to try to end task, making my CPU work at 100%. I restart my PC, re-launch CS:GO and it freezes. This time, I can close it. I re-launch again and it works - a consistent frame rate but micro stuttering. However, the other day, it opened fine and ran perfectly. Someone suggested a complete hard drive wipe and re-install - would this work? I'll try anything. Any help is appreciated.

I would also like to note that after the game begins to stutter and I exit, it lags my whole computer. It takes me about 10 seconds to load up a page on Google Chrome, whereas playing a game it takes less than a second.
 
It would have to be a massive bottleneck to cause micro stuttering, like pairing the GTX 970 with a Pentium III...

your CPU reaching to 100% is not logical, specially with CS:GO which it isn't a demanding game neither for your current CPU and far less for your GPU, while on idle monitor your CPU usage, there might be something else using it, something that didn't load the other day when it ran perfectly.

Could be a driver issue, did you use DDU to remove your older drivers? also scan your system for any virus/trojan and malware with your antivirus and with malwarebytes.

Finally, which PSU do you have? if your PSU isn't enough for your GPU that could cause the microstuttering as well.

Not sure what DDU is - but no. I have scanned and there is no malware detected. I have a 500w psu. I have to add, I feel as if it's the processor. I struggle to multi task at all, and it takes about half an hour after booting up my PC to do anything effectively.

Well that new info leads to your HDD, a damaged HDD will cause that severe slowdown in your bootup process, it also explains the micro-stuttering and the full load of your CPU, since it's trying to fix all the misreads from your HDD.

The fact that sometimes happens and sometimes not could be due to a simpler matter, your sata cable might not be doing good contact, so sometimes it gets to work as it should and sometimes not. Try reconnecting it and see if problem goes away, you might need to buy a new cable, and it is possible that damage was done to your HDD while the cable was faulty, however that should get solved with what you got originally suggested, a full format to your HDD.
