weird random shutdown and lockups and PSU 3.3v rail running at 1.5v randomly

OK so my problem started a n 2 parts first(mind you this is months ago so I might be forgetting a few things) I had built a new PC, specs are :

Mobo: Asus m97a5 r2.0
CPU:fx-6360
Ram:6gb Kingston cheapo ram
Gpu :his iceq x 7850
And 1 Tb HDD
PSU:logisys 550w PSU(from an old build I had laying around)

The problems started with a little bit of crashing here and there only one blue screen that I can remember of this whole time and then for about a week I would have weird graphic tearing and then the computer wouldn't start one day so I opened it up to see if any juice was getting to it and hit the power button again and my GPU fried( a few of the chips burnt and smoked on me ) so I took out the GPU and the comp sat for a month till I could get a new GPU and I replaced it with a sapphire HD 7950 flex edition, I cleaned everything from top to bottom before the rebuild though and now about a month after putting it all back together I get weird crashing and I know at full load (which I hit a lot cause I built it for gaming my system draws 490w so I know I'm hitting the PSU hard and cpuid and Asus bios report is showing my 3.3v rail is only running at about 1.6v so really what I am wanting to know is would my PSU running under powered like that cause the crashes(and when it does crash its at random and I never hit over 60 celcius) (and I have a total of 7 fans run ng also and no CD/DVD either and all standard peripherals)
Sorry its its a long post with useless info or something just trying to give all the info I can

I have heard that they were bad and I guess that makes since, I only paid $20 for it back in the day...what would be a recommended one for about $40(don't have much money after the GPU replacement) and I'd only recently discovered the drop in voltage
