Weird PSU problems with hard drive

Im using the sfx 450w 80+ gold from silverstone, When i plug in my wd black, the pc does not turn on, as soon as i unplug it, powers on, whats going on? need help Edit: i re plugged in the sata and now the led turns on for a split second, and then the pc turns off.
 
Solution
This happened to me a while back. Try a different HDD or ROM on the same power supply plug. If it works it means your WD Black has kicked the bucket if it still doesn't work then the PSU is kicking the bucket. Alternatly you might be pushing the PSU just passed its limits of what it can power. A computer has higher than normal power requirements during first few seconds of boot (except gaming of course)

As far as sata goes, a slim optial drive, it works just fine whith the psu, is my hdd doa? and would the hdd prevent the pc from even powering on?

could a hdd prevent my pc from powering on though? like the fans wont spin or anything. still hdd?

I know its weird but yes it can. This has happened to me :) and especially if theres a short circuit somewhere on the circuit board of the HDD. Theres a good chance your PSU is preventing far more damage with its internal protection systems by not turning on.The fact that its brand new and has never worked reinforces my diagnosis :)
