How to make 2 partitions become 1 drive only

How to make 2 partitions become 1 drive only using disk management?
The drive is seagate 1.5 TB and it is in Raw type.
What should I do?
Delete volume, Shrink volume, or extend volume?
these are the drives:
Drive E: Raw - Active, Primary partition 350 Mb
Drive F: Raw - Primary partition 1,396.92 Gb

All I want to them is become 1 drive again and become NTFS so I can use it as storage only.
I will be very thankful for your help!

I tried to delete F but here's what happened

The request could not be performed because of
an I/O device error.

Is it disk driver problem or what?

no. that is a wrong entry partition after i clean the hdd in the diskpart. I tried to make partitions beleiving it will change its format from RAW to NTFS. I entered wrong amount of mb then i shutdown the computer during the partitioning. to cancel it.
