How to set up the CPU fan to run at 3000rpm?

I have AMD FX6350+stock cpu cooler+GA970A-D3 biosF7. The CPU fan is running at 6000RPM when the cpu it gets a little hot. I dont want that. Is it possible to set a custom RPM speed like 2900RPM, permanent? no matter the cpu temperature.
The stock cpu cooler sounds like a mini vacuum cleaner, its annoying, i can hear it even if i have my headphones on. the drivers and OS are fine, the cpu seats normal on the socket, the cooler is properly mounted, and i dont want to buy a new CPU cooler for now. I just want to set the CPU fan at 2900RPM or 2500RPM, to be a little silent even if the CPU runs 100%load. I have tried with EasyTune6,but even if i set the graphic to 50%rpm, after a while the fan goes to 6000RPM. Its logarithmic i think, it runs according to a temperature range that modify the rpm in time.
How can i set the cpu fan to RUN at 2900RPM all the time? the software EasyTune6 seems stable but it doesnt listen to my commands, i saved the custom settings and nothing, its like the bios is controlling the cpu fan. Is there a small application that can help me set the cpu fan to a certain rpm no matter the temperature?

It is an AMD stock cooler, it came with the FX 6350 CPU, it has 3 pipes and instead a max3000RPM fan[like athlon II X3 455 has came], for this FX6350 3,9Ghz CPU, AMD provided a 6000RPM FAN. EasyTune6 shows the CPU fan running at 3700RPM in IDLE[no app running] and when the cpu temp gets at 50'C the CPU fan automatically goes to 5990RPM and stays there as long as the CPU load is 70%,80%,100%.
Until i will have the money for a Liquid cooling product, i want to set up the CPU fan to run at maximum 3000RPM. How can i do it? in BIOS? because in Easytune6 after i set the parameters and save the profile, the fan change its speed to 6000RPM, something is overriding the application.
And besides, this Easytune6 seems ok but even if they tried to make a simple-smart interface-options, it kind of looks complicated. i mean they created a way to set up the fan speed variable ,according to a temperature range, X=temp Y=rpm. X1=min temp; X2=max temp
How can i set 1 permanent speed for the cpu fan from the BIOS?
 
If you stop it running as fast as it wants to go the CPU can get hotter than its supposed to and end up permanently damaged.

AMD motherboards don't have real good utility software with them till the 990fx chipset variety. So I don't think you can adjust it. Have a look in bios.

Get a Coolermaster Hyper 212 evo CPU cooler ($30 at Newegg) for it.
