Looking for a new CPU fan

I currently have Intel i7 4770K, I haven't yet overclocked it. With my current stock cooler idle temperature is around 40-50 C, and when gaming/doing UE4 development/Visual Studio building temperatures are around 70 C, which is a lot. I have cleaned the cooler multiple times, it helps for a few days.

I wanted to get a Cooler Master Hyper 212 EVO(I live in Serbia so beQuiet is not available). Is it a good choice for me? Or I should get CM Hyper 612? Here is the link to my local computer shop:

If you want air:
1.Low OC - CM 212
2.Medium OC - Nh-D14, Phanteks 14PE, Silver Arrow
3.High OC - Nh-D15
